EPR France

EPR France: Citeo Registration, Triman and the AGEC Law

France runs EPR through the AGEC law, and you can't register with the government directly — you join an approved eco-organisme instead, which then obtains your producer ID on your behalf. Citeo handles most household packaging, and the Triman marking rules that come with it have real size-based thresholds most sellers never check closely.

France EPR at a Glance

  • Join: an approved eco-organisme (Citeo, Adelphe or Léko)
  • Get: your Identifiant Unique (IDU) via ADEME
  • Label: Triman logo + Info-Tri sorting instructions where required
  • No de minimis for household packaging — obligated from the first unit

Quick answer: EPR France for packaging works through the AGEC law and an approved eco-organisme system, not a direct government registration. A producer joins one of three eco-organismes currently approved for household packaging through 31 December 2029 — Citeo (roughly 75% of the market), Adelphe or Léko — which then obtains an Identifiant Unique (IDU) through ADEME on the producer's behalf. That IDU has to appear on invoices, terms and conditions, and marketplace listings. Packaging also needs the Triman logo and Info-Tri sorting instructions above specific size thresholds.

Why France Doesn't Work Like Germany

One Application, Not a Government Portal

France packaging EPR confuses sellers who've already registered in Germany, because the two systems solve the same problem in genuinely different ways. Germany's LUCID is a government register you interact with directly, with a separate commercial dual-system contract layered on top. France skips the direct government-portal step entirely — you apply to an eco-organisme, and that eco-organisme handles the government-facing identifier (the IDU) on your behalf. There's no French equivalent of logging into a state portal yourself; the eco-organisme is the interface.

The practical effect is that choosing which eco-organisme to join is a bigger decision in France than choosing a dual system is in Germany, since Citeo, Adelphe and Léko aren't interchangeable — they can differ in scope, pricing and the specific reporting tools they offer, even though all three ultimately feed data to the same ADEME/SYDEREP system behind the scenes.

The Registration Chain

Producer → Eco-Organisme → IDU

1. Join an eco-organisme

You don't register with a government portal directly — you sign up with one of the approved eco-organismes for household packaging. Citeo is the largest by market share.

2. Receive your IDU

The eco-organisme obtains your Identifiant Unique through ADEME's SYDEREP system — this is your official producer identifier for packaging EPR in France.

3. Display it everywhere required

The IDU has to appear in your general terms and conditions, on invoices, and on marketplace listings — not just filed away in paperwork.

Triman & Info-Tri

The Labelling Rule With Real Size Thresholds

Mandatory since 9 September 2022 — and the exact requirement changes depending on how big the packaging actually is.

Packaging surface areaWhat's required
Under 10 cm²Exempt from the Triman/Info-Tri requirement
10–20 cm²Triman logo required, with sorting detail provided in a separate leaflet or insert
Over 20 cm²Triman logo and full Info-Tri sorting instructions directly on the packaging itself

A website or app listing the sorting instructions is not sufficient on its own — the rule requires the information on or with the physical packaging itself, scaled to the size thresholds above.

Real Scenario

A Pattern Worth Checking Your Own Packaging Against

The seller who assumed a digital sorting guide was enough

A common pattern for brands new to the French market: the product page already links to a detailed recycling guide, and the seller assumes that satisfies the labelling obligation since the information is genuinely available to the customer. It doesn't — Triman and Info-Tri are a physical-packaging requirement, checked against what's printed on or attached to the actual item, not what's linked from a listing. A brand can have excellent digital sustainability content and still be non-compliant if the packaging itself is missing the logo at the size threshold that applies.

Household vs Professional

Two Separate Packaging Streams

Household packaging

The stream covered by Citeo/Adelphe/Léko and everything described above — no de minimis, obligated from the first unit placed on the French market.

Professional/B2B packaging

A separate EPR stream for professional packaging starts 1 July 2026 — a different obligation from household packaging, not an extension of it, and worth checking separately if you sell B2B into France.

Non-EU Producers

The Authorised Representative Requirement

Non-established producers face an extra requirement that took effect alongside PPWR — the same pattern showing up across every member state's packaging EPR system, not unique to France.

PPWR Article 45, effective 12 August 2026

A producer not established in the EU has to appoint an Authorised Representative before placing packaging on the French market, with no size-based exemption — the same requirement now applies across Germany, Spain and every other member state, and it's new as of that date, not a longstanding French-specific rule.

This sits alongside, not instead of, joining an eco-organisme — the Authorised Representative and the IDU packaging France requires are two separate pieces of the same registration, both needed before you sell.

Cost

What EPR France Actually Costs

The eco-contribution fee

Set by the eco-organisme you join, scaled by material type and declared weight — pricing differs between Citeo, Adelphe and Léko, so requesting quotes from more than one before committing is worth the comparison.

Eco-modulated bonus/malus

France's system adjusts the base fee up or down depending on how recyclable your packaging design actually is — packaging that scores poorly on recyclability criteria pays a malus surcharge, while a well-designed one can see a bonus discount.

Evidence to Hold

What to Keep on File

Your IDU and eco-organisme membership confirmation

The record a marketplace check or an audit will look for first — proof you're actually registered, not just aware of the requirement.

Packaging photos showing Triman/Info-Tri placement

Since the labelling rule is checked against the physical packaging, having a clear record of what's actually printed on your packaging — not just the design file — is the evidence that resolves a labelling dispute.

FAQ

Common Questions About EPR France

What is Citeo registration, and is it mandatory?

Citeo is the largest approved eco-organisme handling household packaging EPR in France — registering with Citeo (or one of the two other approved eco-organismes) is how a producer satisfies the EPR France obligation, since there is no direct government registration route for household packaging.

What is Triman marking, and does every product need it?

Triman is the mandatory sorting-instruction logo for packaging sold in France, required since 9 September 2022 — the exact requirement (logo only, or logo plus full sorting instructions) depends on the packaging surface area, with a full exemption below 10 cm².

Can I register for EPR France without a French company?

Yes — joining an eco-organisme does not require a French legal entity. Non-EU producers do now need to appoint an Authorised Representative under PPWR Article 45, effective 12 August 2026, with no size-based exemption.

Is there a minimum sales volume before I need to register for packaging EPR in France?

No general de-minimis exemption exists for household packaging — the obligation applies from the first packaged unit placed on the French market, the same no-threshold pattern as Germany's LUCID registration.

Is professional packaging covered by the same registration as household packaging?

No — professional/B2B packaging is a separate EPR stream starting 1 July 2026, distinct from the household-packaging system Citeo and the other eco-organismes already run. Check which stream actually applies to your specific packaging rather than assuming household registration covers both.

What happens if I don't display my IDU on my listings or invoices?

Not displaying the IDU where required is treated as a compliance gap in itself, separate from whether you've actually registered with an eco-organisme — French marketplaces increasingly check for a valid, visible IDU before allowing a listing targeting France to go live, so the display requirement is enforced as its own step, not an afterthought.

Can one eco-organisme registration cover packaging I sell under multiple brand names?

Yes, in general — your registration with Citeo or another eco-organisme is tied to you as the producer, and you declare packaging volumes across whichever brand names you sell under. Confirm the specific reporting format with your eco-organisme, since how multi-brand volumes are declared can vary by provider.

How does France's eco-organisme model compare to Germany's dual-system model?

Both fund collection and recycling through a paid commercial layer, but France routes the government-facing identifier through the eco-organisme itself, while Germany keeps LUCID registration and the dual-system contract as two visibly separate steps you handle directly. Practically, France asks you to pick one eco-organisme relationship; Germany asks you to manage two.

Where the Facts Come From

Sources for This Page

The Authorised Representative requirement is set out in Article 45 of Regulation (EU) 2025/40 (Tier 1, EUR-Lex). France-specific process, Triman thresholds and eco-organisme detail are drawn from the AGEC law and Citeo's own published guidance (Tier 1–2). Annual declaration deadlines are reported inconsistently across secondary sources — confirm the current deadline directly with your eco-organisme rather than relying on a specific date here.
